What is a Binder?
A Binder is a collection of one to many Plans sharing a common year, state, company, and market type.
How do I create a Plan Binder?
In order to create a Plan Binder, a user must have the Industry Plan Management Role.
To begin, click on 'Create Plan Binder' under the Plan Management tab. The 'Create Plan Binder' wizard will appear and walk you through the required fields necessary for Binder creation.
Some fields currently found in SERFF are also present in the Binder Wizard. Those fields are:
State Company Contact Assign Authors Note: Only companies with a HIOS Issuer ID configured for the state for which the Binder is intended will display in the company list. If a company is not displaying in this list and it should, navigate to the company maintenance screen and populate the HIOS Issuer ID with the correct value.
The new fields related to Plan Management found in the Binder Wizard are:
Binder Name: An informal name used to identify the Plan or group of Plans contained within a Binder. The Plan Binder Name is not transmitted to the Exchange. Binder Type: Medical or Dental Only. Market Type: Individual or Small Group. Plan Year: The year the Plan is being sold in the marketplace. It must not be less than the current year or greater than 4 years from the current year.
